Electronic payroll cards to come under federal regulation by 2007

Under the rule, payroll cards would be subject to Regulation E, which implements the Electronic Fund Transfer Act. So-called payroll cards give companies a way to pay wages electronically without requiring workers to have a bank account that can receive direct deposits. The Fed noted that payroll cards have become increasingly popular with some employers and payroll service providers. The final rule is effective July 1, 2007.
